Procurement & Contract Management Excellence – Skilled in preparing and evaluating tenders, managing contracts with probity and transparency, and ensuring compliance with legislative, audit, and governance requirements.
On-Site Delivery & Quality Oversight – Hands-on supervision of construction and service contracts, coordinating contractors, managing variations, and maintaining quality, safety, and regulatory compliance.
Stakeholder Engagement & Communication – Proactive engagement with internal teams, community stakeholders, and contractors to maintain clear communication, manage expectations, and achieve project objectives.

Project Planning & Initiation
- Define project scope, objectives, deliverables, and success criteria.
- Develop project plans, schedules, and budgets.
- Prepare business cases and internal reports for project approval.
- Identify risks and develop mitigation strategies.
Procurement and Contract Management
- Tender Preparation - Prepare tender documentation and specifications, RFQs, and RFTs in line with client's procurement policy.
- Tender Evaluation - Evaluate bids, negotiate contracts, and appoint contractors/consultants.
- Maintain contract documentation and assist with audit and compliance reporting.
- Probity - Ensure compliance with legislation (e.g. Local Government Act, procurement regulations).
Stakeholder Engagement
- Consult with internal stakeholders (council departments) and external parties (residents, community groups, regulatory bodies).
- Provide regular updates to executive teams and elected councillors.
Delivery and Contract Supervision
- Oversee construction or service delivery, ensuring work meets design, safety, and quality standards.
- Coordinate contractors, consultants, and internal teams.
- Manage variations, progress claims, and approvals.
Financial Reporting
- Monitor budgets and expenditure against forecasts.
- Approve payments and variations.
- Provide progress and performance reports.
Close Out and Handover
- Conduct inspections and manage defects period.
- Finalise documentation and transfer assets to operational teams.
- Capture lessons learned and close the project in client's systems.
