Overview

Hume City Council, located on Melbourne’s northern fringe, is one of Victoria’s largest and most diverse municipalities. The Council is responsible for an expanding population and significant infrastructure assets, including over 300 playgrounds and three major leisure centres. With more than $476 million in forecast revenue for 2023–24 and a growing capital works program, Hume required immediate support to strengthen its internal project delivery capability.

The Challenge

Recognising the growing demand for infrastructure delivery and the need to maintain momentum across multiple capital projects, Hume City Council took proactive steps to bolster its project management capacity.

By partnering with CT Management Group, Council was able to access specialist project management expertise to support the timely delivery of key community and recreation infrastructure initiatives, while maintaining focus on ongoing operations.

Our Solution

CT Management Group deployed an experienced Associate Project Manager from its national network of professionals to provide hands-on infrastructure delivery support.

The engagement included:

  • Managing a $16 million Greenvale Recreation Reserve upgrade, including an indoor cricket centre, car park, and premier women’s cricket oval.
  • Overseeing a $14 million expansion of the Craigieburn Sports Stadium.
  • Coordinating delivery of a $2.6 million new water park in Sunbury.
  • Working alongside Council’s internal Manager, Infrastructure Delivery  to ensure alignment with governance, budget, and reporting frameworks.

The Associate integrated seamlessly with Council’s team, contributing to project delivery outcomes while enabling permanent staff to maintain focus on broader operational priorities.

The Outcomes

Through the partnership with CT Management Group, Hume City Council maintained strong momentum across its capital works program, ensuring critical community infrastructure projects continued without delay. CT Management Group flexible Associate model enabled Council to rapidly access senior project management capability, providing confidence that key projects were being effectively managed and delivered to specification. The embedded Associate built constructive relationships with contractors and consultants, strengthening collaboration, communication, and delivery performance across multiple sites.

Key results included:

  • Continuity of project delivery during recruitment and resourcing transitions.
  • Faster implementation of infrastructure upgrades across multiple sites.
  • Improved governance and reporting on project progress.
  • Cost-effective access to senior-level expertise on demand.

The placement demonstrated the value of CT Management Group’s Associate model – providing flexibility, experience, and capability when councils need it most.
